Harlowe is a Native American and is Rosalita’s hired hand on her ranch.

Harlowe is Rosalita's only ranch-hand and sometimes helps Burt and Tyler on their adventures. He is of Native American descent. Where he lives is never made clear, but since he is absent from several episodes he probably lives in Bixby.
Ancestry[]
He is possibly descended from Tecopa, who lived in Rejection when it was a mining town; as shown in Tremors 4: The Legend Begins.
